With our RICS Level 2 survey, we carry out a full visual inspection of all accessible parts of the property. In L2, that usually means looking closely at external walls, especially on converted buildings with original brick or sandstone facades, as well as checking windows and doors for draughts and security. We also review communal areas in apartment blocks where access allows.
We also check the main services, including visible electrical and plumbing fixtures, heating systems and drainage. After the inspection, usually within 3-5 working days, we send your RICS Level 2 report. It comes with condition ratings and practical recommendations, set out clearly.
That report gives you something solid to work with, whether you want to ask for repairs, negotiate on price or decide the purchase is still right for you.
L2 includes a number of Listed Buildings and properties within Conservation Areas, including Castle Street and Stanley Street Conservation Areas. If a property is Listed, a more detailed RICS Level 3 Building Survey may be the better fit. Our team will say so if we think Level 3 is more suitable for the property in front of us.
In Liverpool’s city centre, our surveyors regularly come across the same issues again and again. Many of the converted commercial buildings in L2 were built in the Victorian and Edwardian periods, using traditional brick and sandstone construction. They have plenty of character, but damp penetration, especially on lower floors, and tired timber windows are both common and need ongoing attention.
Since the 1980s, modern apartment developments in L2 have brought a different set of concerns. Steel-framed structures, cladding systems, flat roofs that can leak and fire safety issues in multi-occupancy buildings all come into play. We are trained to spot defects in both period conversions and contemporary builds, so the age of the property does not catch us out.
Because L2 sits close to the River Mersey, flood risk matters for some properties, especially those at lower elevations near the waterfront. Surface water flooding is another possibility in built-up areas with extensive impermeable surfaces. Our reports look at flood risk using the property’s location and history, so you can see what mitigation is already in place.
New build homes still benefit from a RICS Level 2 survey. Recent construction often has fewer defects, but we can still pick up snagging issues, faulty fittings or construction problems that are easy to miss if you are not used to looking for them. Plenty of developers offer a structural warranty, yet our independent survey gives you a full record of the property’s condition at the point of purchase.
A RICS Level 2 survey is a visual inspection with condition ratings, which makes it a good match for most modern flats and apartments in L2 that are in reasonable condition. By contrast, a RICS Level 3 Building Survey goes further, with possible opening up of concealed areas, detailed construction analysis and more extensive recommendations. We usually point people towards Level 3 for Listed Buildings, properties over 50 years old with visible defects, or buildings in Conservation Areas.
For a standard city centre flat or apartment, the inspection generally lasts 2-3 hours. Bigger homes, or properties with a more complicated layout, may take longer. We arrange access at a time that works, and you do not need to be there if you give us keys and access codes.
Yes, our surveyors know the damp issues that often show up in Liverpool’s converted Victorian and Edwardian buildings. We visually inspect every accessible area for signs of rising damp, penetrating damp and condensation. If damp looks likely, we use moisture meters and suggest the right remediation. In L2, where many homes are conversions of commercial buildings, that matters a great deal.
Where we find a serious or urgent defect, your report will flag it with a Condition Rating 3 (Urgent). We spell out what the issue is, the likely cause and the action needed. That gives you a basis to go back to the seller for repairs or a price reduction, or to think again before going ahead with the purchase.
A RICS Level 2 survey is not a legal requirement, but for leasehold property in L2 it is strongly advised. We assess the interior and note any problems affecting the building’s common parts, and we also look at communal areas where access is possible. For leasehold buyers, the service charge, remaining lease term and any planned major works can all change the picture, and our report gives that context.
